Massachusetts Gov. Charlie Baker's administration will start providing $500 pensions to 100,000 low-income people in the first stimulus program of its kind in the United States.

The payments, part of the $4 billion COVID-19 relief plan signed by the president in December, were announced Tuesday by the Executive Office for State and Budget Management. He sought to help 500,000 workers below the poverty line by 2020.

"I was pleased to sign off on the COVID-19 Essential Premium program in December, and our administration plans to begin distributing these payments effectively by the end of March and is working to quickly develop program parameters," Baker said. Residents will be eligible for payments in 2020 if their income is at least $12,750 and their gross income is 300 percent below the poverty line, the administration said.
The end of this low wage would be equivalent to working 20 hours a week for 50 weeks at a minimum wage of $12.75 an hour. For a single file with no clients, the maximum total payout will be $38,280.
Additionally, a spouse with two dependents or a single spouse with three dependents can have a household income of up to $78,600, the administration noted. However, those who received unemployment benefits in 2019 are not entitled to additional money.

An official from the NBC Boston administration told NBC Boston on Tuesday that the eligibility was limited to income limits "because it was a faster, simpler and more accessible way to get paid door-to-door."
"The first round of low-income workers compensation will provide significant support to those who are working despite the global pandemic," Deputy Governor Karin Polito added on Tuesday. "We are pleased that our administration has quickly figured out how to make this funding available to those who want to support the program."
A total of $250 million in payments will be mailed to individuals for clearance by the end of March, according to the Beck administration. The $500 payment is the first cash payment to each individual as part of the $460 million total program.

On Tuesday, the Massachusetts Department of Administration and Finance will announce a statewide website set up to help people determine if they can get paid. The second round of payment eligibility is the same as the first round, according to the state, "but the guidelines are updated annually to reflect changes in the federal minimum wage and poverty level estimates."
In 2021, individuals are eligible for the pension if their employment income is at least $13,500 and their gross income is 300% or less of the federal poverty level. This minimum duty is equivalent to working 20 hours per week for 50 weeks at the minimum wage of ($13.50) as of 2021.
